Is that Death Defying Devil in Kingdom Come??

In the scene where Clark is living on the farm and Wonder Woman pays him a visit in Kingdome Come #1, Clark goes into a room where he has multiple television screens and on the lower left hand side you can see a character who looks an aweful lot like DDD. He is on the next page as well but he does not have spikes on his belt which leads me to think that maybe it's not him.

I believe that character is Thunderbolt. There are many others here more familiar with Thunderbolt than I am, but I believe he was inspired by the Golden Age Daredevil and wore a similar (red/blue) outfit. Those others can feel free to correct me if I am mistaken.

I think it's Thunderbolt, too. He's with the other Charlton heroes... it's PAM's T-bolt. (Or by extention... DC's Thunderbolt... a little bit in the future.)

You can see PeaceMaker, Nightshade, Judo-Master(woman), and Captain Atom, ---all Charlton heroes in that top panel...but there is one I can't quite i.d. (Blue Beetle?? Blue Scarab??)...
who's over Thunderbolt's right shoulder on the small screen....(the screen with T-bolt, PeaceMaker, and the Question...the hero with blue costume!???)

Does anyone know who he is??? Blue Scarab??? :confused:
