              Superpowers is indeed using the Scarab. So far he is, visually, the most dramatically redesigned:

                  nice new look but i thought the public domain super heroes site said thier costumes had to be depicted as is?

                    No, you can make any alterations you want. They just can't match someone else's alterations. Let's stay with the Scarab example. The original Scarab is where everyone has to start. Anyone using the Nedor Scarab character has to start with that. From there they can do whatever they want. For DC's Terra Obscura, Alan Moore and Peter Hogan made him look even more like King Tut. So that exact look is now owned by DC. No one else can make him look exactly like that. For Superpowers, Ross and co. are going in a Blue Beetle-ish direction. So DE now owns that particular look for the Scarab, and no one else can make their version look exactly like that. Things exist in the public domain for others to build upon and create new things, not to limit someone's creativity by holding them to someone else's vision. I hope this helps explain things a little.
